1985 Johnson 120 HP outboard motor (boat will support up to a 150 HP motor)

Motor needs repair, not sure what. Contacted a mechanic over the phone and he said it sounds like it just needs a carburetor job. Three months later, he hasn't made it out to the boat. The flywheel will spin, but not fast enough to start the motor.
Needs paint – fiberglass beginning to bubble in spots.
Boat is currently docked at the Kemah Boardwalk Marina, just southeast of Houston. Gates to marina are sometimes locked, but you can access it through the Houston Yachts, Inc parking lot, just next door. Slip C21 - boat can remain at Marina. With lease, slip fee is $210/ month.
